PROJECT BACKGROUND:
The State of California has allocated funds for the Building Forward Library Infrastructure Grant program through the passing of California Senate Bill 129.
In October 2022, the Library received notice that the Biane Library Infrastructure Project was successfully funded in the amount of $594,330. This grant requires a 50% match by the City in the amount of $297,165. The total estimated project cost is $1.2M, meaning that in addition to the City match, the City will need to fund the remaining $308,505; therefore, the total City funding amount is $605,670. All grant funds must be expended by March 31, 2026.
PROJECT DESCRIPTION:
The Paul A. Biane Library Infrastructure Project aims to make modifications to a facility nearing 20 years of age. When constructed, much of the building’s design and infrastructure were state of the art, however through normal wear and tear and sustained levels of high usage, several critical life systems and significant building features have reached irreparable, end-of-life conditions requiring refurbishment, upgrade, or replacement. The project will correct and repair these issues and prepare the building to meet future use in a safer, more accessible, and sustainable way.
Key project elements will address the following:
- Replace HVAC boilers, chillers, and air handlers
- Repair numerous HVAC ceiling leaks
- Replace aging flooring
- Address ADA compliance issues
- Replace aging lighting fixtures for accessibility and sustainability
- Upgrade security camera system
The long-term impact of the Paul A. Biane Library infrastructure project is an updating and readying of the building for the next 20 years of service. By incorporating improvements in materials, building techniques, and technology; and implementing higher safety and accessibility standards; this project will provide the residents of Rancho Cucamonga with a refreshed and viable space that is flexible and adaptable to changing use patterns, and can accommodate the next generation of library services and programs.
